The Association "THE NATIONAL COUNCIL FOR TRAFFIC SAFETY” (NCTS) is a legal Romanian private entity, without patrimonial purpose, independent, non-governmental, with community interest, which functions under the provisions of G.O. No. 26/2000, with the subsequent amendments made by Law no. 246 of 2005, regarding the establishment and functioning of associations and foundations, of the laws in force and the Statute of the association, being mentioned as a legal entity without patrimonial purpose, at the Sector 5 Court, Bucharest, on the basis of certificate no. 6535/302/2008, dated 17.07.2008.
The name of the Association, i.e. "THE NATIONAL COUNCIL FOR TRAFFIC SAFETY”, hereinafter referred to as "NCTS" meets the conditions of legal precedence, based on the document issued by the Ministry of Justice - The Directorate for Related Legal Services, no. 62917/30.05.2008 and expresses the wish of its founders, that the Association succeeds in attracting devoted personalities from all over the country as partners, which by their professional activity, have direct or related interests in the field of traffic safety, authorities in the field, non-governmental organizations, associations, syndicates which carry on road transports of persons and goods, the protection and development of road infrastructure, the training and education of the participants in traffic, especially of minors, the protection of disabled persons, the protection of the environment, natural or legal persons, other associations or foundations, as well as civil society representatives, who want to really contribute to the planning and implementation of projects / viable programs, of actions which would contribute to decreasing the number of traffic accidents, of their consequences and increasing the road safety and civilization.
At the same time, in order to achieve its goals, the Association "NCTS", on the basis of these partnerships, will develop projects and measures which will be presented to the authorities, for adoption.
Moreover, the Association has publicly stated its desire to unconditionally support all government institutions with responsibilities in the field of traffic safety, so as to give coherence and effectiveness to all future actions.
| Starting from the fact that: |
• In Romania about one billion Euros are spent annually, as a result of road accidents, this sum
representing the "social costs" calculated by the World Bank, being a "translation" of approximately 2,600 people who died in road accidents, of the 6,500 seriously injured and those slightly injured, of the many days with temporary incapacity of working;
• When it comes to "the number of people who died in accidents per 10,000 inhabitants”, Romania is on the first place among the east-European countries and the 9th at continental level, because starting 1990 up to the present, almost 50,000 people died on our roads. Starting from the forecasts of the World Health Organization showing that at this point in the world, the accident is the first among the causes of morbidity for the age segment 16-24 years old and the second for the age segment 15-44 years old, and predictions say that in about 15 years the road accidents would become the third cause of mortality, long before wars and AIDS;
• Although in Romania billions of Euros are allocated annually from the state budget or from structural funds coming from the European Union, for the rehabilitation and modernization of the existing national roads, but also for the construction of other roads and highways, the national roads are still insufficient and partially damaged, and the construction of highways is still in its early stages;
• In Romania, the number of vehicles increases from day to day, the traffic reaching, in certain areas and days, values well above the designed capacity of the road, which leads to the production of traffic jams and the alarming growth of noxious air;
• In Romania, thousands of tons of hazardous substances are insecurely transported daily on the national roads, endangering the life and human health;
The Association "THE NATIONAL COUNCIL FOR TRAFFIC SAFETY” has clearly defined its purpose and objectives.
NCTS’ goal, according to its Statute, is to promote and improve the communication between the civil society and the state, by monitoring the reports and relationships which exist between the traffic participants on the Romanian territory and the central and local institutions of the public administration, the governmental institutions, to respect the citizen rights as they are enshrined in the Romanian Constitution, in international treaties which Romania joined, in the "White Charter - The European transport policy at the horizon of 2010, as well as in the Congress Resolution of the 31st IRU - International Road Transport Union.
| To achieve the stated purpose, NCTS has the following main objectives: |
- research into the causes which encourage the production of road accidents, identifies, promotes and implements solutions to reduce them;
- improving the access to useful information about the public roads and traffic safety for all applicants;
- developing programs and strategies, legislative initiatives regarding the construction of roads and highways, their administration and road traffic in conditions of safety and respect;
- the development, based on partnerships with the state authorities and NGOs for joint programs and pilot programs in the field of public roads and road safety;
- planning educational campaigns, in the field of road traffic, at national level, addressing minors, elderly people and disabled people;
- organizing symposiums, seminars, public debates with the civil society and representatives of the central and local public administration, to resist, through legal means, any measure which may affect the organization and development of preventive actions and the road traffic education;
- promoting the economic, social and environmental objectives and making the traffic participants aware of the role they play in this respect;
- informing the NCTS members and those who are interested about the national and international legislation regarding public roads, road traffic, road transports of goods and persons and granting specialized assistance, on request;
- editing publications, periodicals, brochures, guides, textbooks for students in the secondary education cycle, as well as thematic informative movies, educational ones and others.
The Association wishes to have the media besides it, to support its efforts, as the media has different possibilities to transmit its message to the receiver, i.e. the participants in traffic, but also the state institutions, which, through competences and attributions, should realize that only together, they can find the best solutions to improve road safety because:
THE ROAD TRAFFIC ACCIDENT IS NOT ALWAYS A FATALITY, A FAULT, BUT IT HAS CAUSES, WHICH, BEYOND THE LAW, REVEAL THE LACK OF EDUCATION, CIVILIZATION AND ALSO THE LACK OF A MODERN AND SECURE PUBLIC ROAD.
Synthetically said, the Association "THE NATIONAL COUNCIL FOR TRAFFIC SAFETY” aims, as the stated goal: to a safe traffic, less drama on the roads, a life lived in a better, more peaceful, secure and cleaner world.
